From Money Transfer Service to Licensed Bank
Wing entered Cambodia’s payments market on 18 August 2008 as the country’s first mobile money service, at a time when the overwhelming majority of the rural population had no meaningful access to formal banking. The company struggled in its early years โ it posted losses before being acquired by Neak Oknha Kith Meng, chairman of the Royal Group of Companies, for a symbolic USD 1 in November 2011, and did not turn profitable until 2013.
The turnaround set up two decisive transitions. In 2014, Wing converted into Wing (Cambodia) Limited Specialised Bank, a narrower licence than a full commercial bank. Then, in April 2021, the National Bank of Cambodia (NBC) granted Wing a full commercial banking licence, and the company was rebranded Wing Bank (Cambodia) Plc โ putting it under the same regulatory framework as Cambodia’s largest lenders and letting it take deposits and issue loans directly, rather than operating purely as a payment service provider.
Seventeen years on from launch, Wing Bank’s agent network โ branded Wing Cash Xpress โ has grown to more than 12,000 points nationwide, split across every province, supported by close to 200 Wing Master Agents and nearly 30 branch outlets. Over 80% of those agents are reported to be women. It’s a footprint that can’t be replicated by launching a better app, because it represents accumulated physical presence and trust: a garment factory worker sending money home, a farmer receiving a remittance from a family member working in Thailand, a market vendor converting cash to digital value for the first time.
By recent counts, Wing Bank serves somewhere between 9.5 and 10 million account holders โ industry estimates vary depending on whether they measure registered accounts or active users, but recent reporting, including GSMA’s 2025 case study on the bank, puts the figure at over 10 million against a national population of roughly 17 million. The bank has also disclosed close to USD 3 billion in deposits and nearly USD 4 billion in total assets, ranking fifth by assets among Cambodia’s banks per the NBC’s 2024 sector report.
The Credit Side: Reaching Customers Other Lenders Skip
On the credit side, data Wing shared directly with us shows its Quick Loan Payroll programme extended short-term formal credit to nearly 200,000 eligible payroll customers between January and July 2026, with total disbursements of approximately USD 130 million. That works out to an average disbursement of roughly USD 100 per loan โ a figure that says as much about the programme’s intent as its scale. This isn’t credit sized for asset purchases; it’s sized for the gap before payday, an unexpected medical bill, or an urgent family payment.
We were not able to independently verify these figures against public disclosures, but they’re consistent with the bank’s broader digital lending trajectory: Wing’s Digital Loan product, launched in late 2022, recorded close to one million applications in a recent year and exceeded its original disbursement targets by 217%, according to reporting in the Phnom Penh Post. Eligibility for these unsecured, collateral-free loans is built from a customer’s transaction history across Wing KHQR, payroll deposits, and Wingmall e-commerce activity โ a form of alternative credit scoring aimed squarely at customers who lack the collateral or documentation a traditional bank would require, and delivered through a digital process without lengthy application procedures.

Digital Growth, Without Abandoning the Agent
What’s notable is Wing’s own framing of where this goes next. Digital onboarding is rising fast โ Wing told us the share of new accounts opened digitally climbed from 35% in 2024 to 53% in 2025, holding at 52% so far in 2026 โ but the bank describes this as additive, not a replacement: the agent network keeps serving customers who need in-person cash-in/cash-out or prefer assisted service, while the app captures a growing share who prefer to self-serve. (Wing did not provide KHQR merchant growth figures alongside this data, so we can’t speak to that side of the digital picture.)
That dual-track approach shows up in the bank’s recent moves. It has continued opening physical branches โ in Kampong Thom in July 2025, Banteay Meanchey, and a GDT Tower branch in Phnom Penh in February 2026 โ even as it pushes products like fee-free “Free Cash Out” withdrawals and a Mastercard-branded two-in-one debit/credit card through the app. In December 2025, Wing Bank pledged USD 500 million to support Cambodian SMEs and startups, partnering with several government ministries.

Inbound remittances are another place where Wing’s agent-plus-app model does real work. According to figures shared with us, more than half a billion US dollars in inbound remittances reached Wing Bank customers in 2025, with almost USD 250 million received in the first half of 2026 alone โ a run rate that, if sustained, would roughly match or exceed the full-year 2025 total. South Korea remained the leading inbound corridor, a pattern that tracks with Cambodia’s large population of migrant workers there, supplemented by flows from the United States and Thailand. For many recipients in provincial Cambodia, that money likely arrives the same way a factory worker’s wages do: through an agent, not a bank branch.
